In this connection the EWEA call the EC to set mandatory targets to the Member States. According to the Directive 2001/77/EC, the European Commission can do it if there will be low chances of the 2010 targets being reached. The EWEA holds that the EC should take this opportunity.
The EWEA does not accept the viewpoint that the introduction of the European Emissions Trading Scheme will have a positive impact on the uptake of renewables in the short-term. EWEA experts suggest that most renewables will not benefit from higher electricity prices caused by emissions trading. It will not level the playing field between polluting and clean technologies in the short-term, especially when allowances are allocated for free.
