Technical potental of RE has been estimated at 4.6. mlrd. T of oil eq./year, which is 5 times higher than overall energy consumption in Russia.
While economical potential of 270 T of oil eq./year is 25% higher than annual energy consumption and will be increasing considering current growth of prices for conventional fuel. Besides renewable nature and environmental safety of renewables, there are some other factors indicating necessity of its development.
Russian energy strategy to 2020 underlines needs for RE development and its core value for resolving the following issues:
- providing reliable heat and electricity supply in areas with decentralized energy systems, especially at the Far North regions and similar territories;
- providing secure minimum of energy supply and production within the energy deficit regions or/and regions with instable energy supply
- mitigating fuel and energy industry impact on environment.
The potential for energy efficiency based on estimation from ”Main provisions of the energy strategy of the Russian Federation to 2020” could be about 1800 million tones of oil equivalent in case of effective implementation of energy efficiency measures, while 1500 million tones of oil equivalent could be saved as a result of structural change in terms of economy shifts away from heavy industry and manufacturing to a more service-oriented GDP.
Harnessing of RE and EE potentials is currently hampered by a number of barrier, the most crucial of which are insufficient financing and lack of policy and regulatory frameworks.
Application of mechanism of public and private partnership may be one of the most efficient approaches to overcome these barriers and create favorable environment for RE and EE development in Russia.
Public-private partnership is an institutional and organizational alliance between business and governments for achieving socially valuable outcomes, e.g. ensuring reliable and clean energy supply.
The goal of the meeting in the Public Chamber of the Russian Federation was to explore mechanisms of private and public partnership and identify appropriate platform for dialogue among all interested parties for RE and EE development.
