Local Action Plan in the field of environment protection and sustainable development (LEAP) of the Pervomaisky municipal district for 2005-2010 brings together main issues of environment protection and rational use of natural resources of the Pervomaisky municipal district of the Yaroslavl oblast.

It was developed with the account of the experience in preparation and implementation of municipal programmes and resolutions of local authorities, aimed at increasing the efficiency of the use of natural resources and environment protection and developed both for the Pervomaisky municipal district and other local territories of Russia.

It was developed in compliance with the existing legal-regulatory documents of local government and with the account of main provisions of administrative reforms in the sector of natural resources and environment.

The LEAP is aimed at promotion of sustainable development of the Pervomaisky municipal district on the basis of efficient use of natural resources and protection of environment, as well as increase of investment attractiveness.

The LEAP of the Pervomaisky municipal district for 2005-2010 was adopted by the Resolution of the Assembly of Representatives of the Pervomaisky municipal district of the 4th call of 14 October 2005.

Among the priority problems addressed by the LEAP for Pervomaisky municipal diostrict are the following:

• increase of efficiency of forest resources use;
• changing of the attitude to nature;
• reduction of pollution and water resource depletion;
• addressing the waste problem.

Local Action Plan in the field of environment protection and sustainable development of the Pervomaisky municipal district of the Yaroslavl oblast for 2005-2010 was prepared by leading specialists of the Pervomaisky municipal district under methodological, organizational and financial support of the Centre of Local Initiatives Support of the Institute “Kadastr” and the Russian Regional Environmental Centre.
